Instructions:
- fix speedsim can't get information of resources and location from espionage Report
- copy the new file into the folder
- choose the file via Language menu
- updated for OGame 0.78C
- support Vista

由于ogame更新到v0.78c版本，原版本的语言文件无法正确识别间谍报告中星球的位置信息，现更新文件到v1.2版本，修正以上错误。
